Chicago Mayor Rahm Emanuel has sent a proposal to the City Council to increase jail time for anyone who fails to report that their guns have been lost, stolen or sold.   Emanuel's proposal made at Thursday's City Council meeting was expected. It comes a day after Cook County Board President Toni Preckwinkle introduced a new ordinance that calls for a $1,000 fine for anyone who does not report the loss, transfer or theft of a firearm within 48 hours.   Under Emanuel's proposal, the jail sentence for anyone who fails to make such a report would be as long as six months, doubling the current 3-month maximum sentence.
